In OASys the fee and the exam are tracked separately. “Payment Pending” means the fee is not paid or a fee waiver is not yet approved; an FAQ answer last updated Nov 2, 2023 adds that an e-check takes 10 business days to clear.[1]FAQ entry updated Nov 2, 2023 An Education and Experience Exam is not finished when OASys shows you a result: without Final Submit there is no score and no refund.[1]FAQ entry updated May 12, 2021

The fee-charging DCAS notices read here for exams opening since name five groups whose fee may be waived, but the OASys FAQ they send you to explains proof only for the groups that already had waivers before DCAS announced the new ones that day.[2]p. 1, l. 18; p. 2, l. 142[6] Of the FAQ’s 140 entries, one has been updated since then, and not about fee waivers.[1]all entries checked

This page explains what DCAS and MTA New York City Transit publish. It is not OASys: apply and check your record on the agency’s own site, DCAS OASys or MTA OASys. Each FAQ note below gives the date DCAS last updated that entry.

Applying for an MTA examMTA’s OASys is a separate site, and MTA says you create a new account when you apply there.[9][10]p. 3, l. 166MTA

A new OASys account has to be verified before you can use it. OASys e-mails a confirmation when you register; if it does not arrive, the School Safety Agent 7324 notice says to check your spam or junk mail folder before contacting DCAS.[2]p. 2, l. 134, 135, 137

  • One person, one e-mail address. The FAQ says each OASys account must have its own unique email address, so someone else in your household cannot apply with your address.[1]FAQ entry updated Jan 25, 2019
  • The Profile number. You enter your Social Security number once, when you create the account. OASys then assigns a Profile number, and DCAS asks for it whenever you contact it.[1]FAQ entries updated Jan 25, 2019; Jan 28, 2019
  • Only the primary e-mail gets notices. The secondary address is used only to recover a password.[1]FAQ entry updated May 12, 2021 A username cannot be changed.[1]FAQ entry updated May 12, 2021 If you have lost access to the account’s e-mail, the FAQ sends you to OASys’s Contact feature.[1]FAQ entry updated May 12, 2021
  • Keep your details current. With an old e-mail, phone or address, DCAS warns, you may miss important updates regarding your exam(s), appointment considerations, or critical information that requires a timely response. City employees update them in NYCAPS Employee Self-Service; everyone else on the Profile page of the OASys Dashboard. A new name or Social Security number needs DCAS’s Data Correction Form.[2]p. 4, l. 268, 272, 274[1]FAQ entry updated Jan 31, 2025

Before you start an application

Applications are online only and one per exam, unless the notice says otherwise for series exams, and a submitted application cannot be cancelled.[1]FAQ entries updated Jan 25, 2019; Jun 12, 2020 Use the site’s own navigation, not the browser’s Back, Forward or Refresh. OASys signs you out after 15 minutes without activity, and unsaved entries are lost.[1]FAQ entry updated Nov 10, 2021

The FAQ’s browser answer, updated Mar 29, 2024, supports Chrome, Safari and Edge. An older answer, last updated Nov 10, 2021, still names Internet Explorer.[1]FAQ entries updated Nov 10, 2021; Mar 29, 2024 That is why every FAQ note on this page carries its entry’s date.

Without a computer, you can apply at one of DCAS’s Computer-based Testing & Application Centers (CTACs). The FAQ says The CTACs are open Monday through Friday from 9:00AM to 5:00PM, and another answer adds Monday through Friday from 9AM to 5PM, except for City holidays. Notices list further closed days: School Safety Agent 7324’s says The DCAS Computer-based Testing & Application Centers will be closed on Monday, October 12, 2026, Tuesday, November 3, 2026, and Wednesday, November 11, 2026. DCAS lists the centers’ addresses and directions.[2]p. 2, l. 145; p. 3, l. 160[1]FAQ entries updated Jan 6, 2023; Mar 29, 2024

The Payment Status column on the Dashboard’s My Civil Service Exams list shows only whether the fee is settled. Whether each part of the exam is done is that part’s own status (see Final Submit).[1]FAQ entry updated Nov 2, 2023

Payment statuses as the FAQ defines them
StatusWhat it means
CompleteThe fee was paid, or your fee waiver was approved.[1]FAQ entry updated Nov 2, 2023
Payment PendingYou have not paid yet, or your fee waiver has not been approved yet.[1]FAQ entry updated Nov 2, 2023
BlankPaid, for an exam offered before OASys 2.0. The FAQ gives a blank no meaning for a newer exam.[1]FAQ entry updated Nov 2, 2023
  • Paid by e-check: the FAQ answer, last updated Nov 2, 2023, says Acceptance of e-check payments requires 10 business days, and that DCAS e-mails a confirmation when the funds arrive.[1]FAQ entry updated Nov 2, 2023 The School Safety Agent 7324 notice names cards only: You can pay with major credit cards, bank cards, or prepaid debit cards with a credit card logo.[2]p. 2, l. 140
  • Waiting on a waiver: approval comes by e-mail and the status changes. A denial e-mail gives you 7 days to send updated documentation, and the status stays Pending meanwhile.[1]FAQ entry updated May 12, 2021
  • Paying by card: each notice prints its fee on page 1. School Safety Agent 7324’s adds that paying by credit, debit or gift card incurs a nonrefundable 2.00% service fee.[2]p. 1, l. 15
  • No refund if you do not qualify. You may be given the test before we verify your qualifications. If you are then found Not Qualified, the notice says you get no refund, no Admission Notice and no score.[2]p. 1, l. 69, 70[1]FAQ entry updated May 12, 2021

Paid, but the exam is not on your Dashboard

  1. Check which OASys you used. DCAS’s is reached from nyc.gov/examsforjobs; MTA New York City Transit runs its own, at a856-mtaexams.nyc.gov.[2]p. 2, l. 130[10]p. 3, l. 166 See MTA’s separate OASys.
  2. Look for the receipt. The School Safety Agent 7324 notice says to expect an immediate receipt via email and to check Junk, Trash and Spam; you can view a summary of your application status on your OASys Dashboard under Notifications.[2]p. 3, l. 165, 166
  3. Look under My Civil Service Exams. The system will only display exam applications you submitted going back to 2009. To print a receipt there, click the View Details drop-down > click View Receipt.[1]FAQ entries updated Jan 28, 2019; Nov 2, 2023
  4. Report it. For a submitted application that does not appear, the FAQ says to use the Contact feature in OASys to email DCAS with a description of the issue and include the Exam # and your Profile #. It gives no waiting period first.[1]FAQ entry updated Nov 2, 2023 The same notice gives the address nyc.gov/CivilServiceNowNYC and asks for the same two numbers.[2]p. 3, l. 169, 170

A submitted application cannot be cancelled, and each exam takes one application, so ask DCAS about a missing record before applying a second time.[1]FAQ entry updated Jan 25, 2019

Page 1 of every fee-charging DCAS notice compared on the requirements page prints this sentence, except the Environmental Police Officer notice, that title’s last published one:[14]whole document checked

The application fee may be waived for: New York City high school students, first-time test takers, veterans, unemployed individuals, and those receiving public assistance or supplementary security income.[11]p. 1, l. 17[12]p. 1, l. 18[13]p. 1, l. 19[2]p. 1, l. 18

The notices that print it are Police Communications Technician 7307, Special Officer 7327, Special Officer (Health + Hospitals) 7329, and School Safety Agent 7324. So do Customer Information Representative 7024 and Emergency Medical Specialist Trainee 7032.[3]p. 1, l. 18[4]p. 1, l. 17 The notices for three titles, Police Officer, Correction Officer and Traffic Enforcement Agent, charge no fee.[15]p. 1, l. 12[16]p. 1, l. 12[17]p. 1, l. 12

The same notices then point elsewhere for the rules. Their application instructions say Veterans and individuals receiving certain public assistance may qualify for a fee waiver and send you to the Fee Waiver FAQs on OASys.[2]p. 2, l. 140, 142[11]p. 2, l. 119[12]p. 2, l. 154[13]p. 3, l. 174

Unemployed individualsA benefit payment history, or a notarized statement.[1]FAQ entry updated May 12, 2021An existing waiver.[6]
Public assistance or SSIA benefit card for full benefits, a case printout, or a Social Security letter.[1]FAQ entry updated May 12, 2021An existing waiver for public assistance; the announcement does not mention SSI.[6][6]whole document checked

The announcement says the new waivers were Established under Local Law 57 of 2025, and that eligible applicants request the waiver in OASys.[6] The FAQ does not reflect them: none of its 23 fee-waiver answers mentions high school students or first-time test takers, the newest of them was last updated May 29, 2025, and the only entry updated since the announcement concerns exam scoring.[1]all entries checked

Who counts as a first-time test taker. None of the notices that print the five groups, the FAQ or the announcement defines the term, and the announcement names no particular enrollment document.[1][6][2][11][12][13][3][4]each checked in full The law the announcement names sets the conditions. Local Law 57 of 2025 says The department may waive the fee for a civil service examination for any individual who meets one of the following conditions at the time of filing for the examination: The individual is a high school student who provides a verifiable form of identification, that identification being an OSIS identification number or other documentation identifying an individual as a high school student; or The individual has not previously filed for a civil service examination administered by the department. The first-time condition turns on never having filed for a DCAS exam, not on never having sat one, and the law says DCAS “may” waive the fee. It took effect on .[7]p. 2, l. 50, 54, 58, 60, 64 The FAQ sends fee-waiver questions to OASys Contact Us.[1]FAQ entry updated May 29, 2025

What the FAQ asks the other groups to send

Proof by group; the FAQ gives the details for each
If you areWhat the FAQ asks for
Receiving full public assistanceA New York City resident receiving full benefits (Cash, Medicaid, and Food Stamps) sends a clear copy of the Benefit Identification Card. For this route, a pending case does not qualify, nor does an active case without full benefits.[1]FAQ entry updated May 12, 2021 The TANF and Safety Net route in the next row asks instead for a printout showing your eligibility for Public/Cash Assistance is coded “AC” for Active.[1]FAQ entry updated May 12, 2021
On TANF, Safety Net or MedicaidThe PA Case Composition-Suffix/Individual Summary printout or the MA Case/Suffix/Individual/Summary printout, covering the month you apply.[1]FAQ entry updated May 12, 2021
Receiving SSIA Social Security letter, dated in the month you apply, that specifically indicates that you received SSI benefits that month. Parents who receive SSI benefits for their minor children are not eligible for a fee waiver.[1]FAQ entry updated May 12, 2021
UnemployedWith benefits, the Unemployment Insurance Benefit Payment History inquiry printout for the month you apply. Without, a signed, notarized statement, and the FAQ dates it two ways: the answer updated May 12, 2021 says Your affidavit must be dated within the application period; the one updated Nov 2, 2023 says dated during the month of filing, and notarized by a Notary Public.[1]FAQ entries updated May 12, 2021; Nov 2, 2023
In a Workforce1 programA letter showing you are certified eligible for a Workforce Investment Act program through the City's Workforce1 Career Centers.[1]FAQ entry updated May 12, 2021
A veteranSend a clear copy of your separation papers (Form DD214, long form), a VA Statement of Service, or deployment orders on U.S. Armed Forces letterhead along with your OASys generated application receipt. The waiver cannot be used retroactively for any exam for which you have already applied, and it is separate from veterans’ credits on the score (see the credits guide).[1]FAQ entries updated May 12, 2021; May 29, 2025
A veteran’s spouse or domestic partnerA one-time waiver: it can waive the application fee for one examination.[1]FAQ entry updated Jan 30, 2023

Sending it. By mail, submit your documentation along with a copy of your receipt. If mailing, must be postmarked by the last day of the exam application period. In person at a CTAC, by the end of the application period, unless otherwise noted. Veterans’ documents can also be scanned and sent through OASys Contact Us.[1]FAQ entries updated May 12, 2021; Mar 29, 2024; May 29, 2025

MTA New York City Transit words its waiver differently and has you mail the documents to MTA; see MTA’s separate OASys.[10]p. 3, l. 180, 182 The exam calendar compares fees and waiver wording notice by notice.

Some exams ask about your education and experience in OASys, before or instead of a written test. DCAS uses such an Education and Experience Exam (EEE) to determine if you meet the minimum qualification requirements for the title and/or derive your score and list number.[1]FAQ entry updated May 12, 2021

Seeing a result does not finish it. The FAQ’s answer to “am I finished?” is no: after you receive an evaluated result, you must “Final Submit” your Exam. Without it, you will not be entitled to the appeals process, you will not receive a score, you are not invited to any later parts of the exam (where it has them), and the fee is not refunded.[1]FAQ entry updated May 12, 2021 The “evaluated score” is the score you will receive for your Education and Experience Exam (EEE) before you have final submitted it to DCAS.[1]FAQ entry updated May 12, 2021

DCAS’s one-page EEE checklist puts the last steps in this order:[5]p. 1, l. 17, 18, 19, 20

  1. Review your Evaluated Result.[5]p. 1, l. 17
  2. Revise your responses, if desired. The FAQ warns: Changing any answers will require that you answer all the following questions again.[1]FAQ entry updated May 12, 2021
  3. Final Submit your examination. After that, nothing can be changed.[3]p. 2, l. 111
  4. Check your emailed tentative result notice for next steps.[5]p. 1, l. 20

The deadline is in the notice. Customer Information Representative 7024 requires Final Submit by midnight Eastern time on the last day of the Application Period, and once you Final Submit, no changes can be made. Miss it and you will not receive a score or a refund of the application fee.[3]p. 2, l. 111, 114 Emergency Medical Specialist Trainee 7032, where Your score will be determined by an Education and Experience Exam, prints the same deadline.[4]p. 4, l. 261[4]whole document checked

Of the ten notices compared on the requirements page, only two mention Final Submit.[15][16][11][12][13][17][2][14][18][10]each checked in full MTA NYCT Train Operator’s notice required an EEE, Final Submitted by midnight Eastern on , the last day of filing.[10]p. 2, l. 77, 78 School Safety Agent’s uses the EEE to request Selective Certification: you indicate your interest in such Selective Certification and Final Submit it in the Online Application System.[2]p. 5, l. 335

A numberA tentative passing score for that part.[1]FAQ entry updated Nov 2, 2023

To dispute an EEE result, the FAQ says you must appeal to the Committee on Manifest Errors within 30 days, and its general answer puts the deadline at The deadline to appeal is generally 30 days from the date listed on the result notification.[1]FAQ entries updated May 27, 2021; Sep 28, 2021 DCAS Rule 8.1.1 counts one month from the notice of results, and two weeks for a claim about a rejection for not meeting an examination’s preliminary requirements.[8] Appeal by the earliest date that could apply, and follow the period in your result notification: Result notifications will contain additional information about your appeal periods.[1]FAQ entry updated May 27, 2021 The post-exam guide explains that appeal.

Nine of the ten notices compared on the requirements page say Your Admission Notice will be available on your Dashboard in OASys 14 days before the first date on which testing is expected to begin; MTA’s call it an Admission Letter.[16]p. 4, l. 271[11]p. 3, l. 223[12]p. 3, l. 237[13]p. 4, l. 258[17]p. 3, l. 199, 200[2]p. 3, l. 231[14]p. 4, l. 271[18]p. 4, l. 238, 239[10]p. 4, l. 286, 287 The Police Officer notice has no such sentence; its table gives each exam number an Application & Scheduling Period and a testing period (see the Police Officer guide).[15]whole notice checked[15]p. 1, l. 19

That date is when testing is expected to begin, not your own test date. The FAQ says You must report promptly at the call time on your admission notice.[1]FAQ entry updated May 12, 2021 Test site assignments will take your address into consideration, but nearness to your address cannot be guaranteed.[2]p. 3, l. 232

  • It comes by e-mail. As of March 1, 2021 DCAS transmits all notifications by email. You will no longer receive any notification/mailer by US postal mail. Admission notices are among them, and they go to the primary e-mail only.[1]FAQ entries updated May 12, 2021; Oct 1, 2021 Other DCAS text still speaks of mail: the FAQ’s answer on appeal results, updated May 27, 2021, says you will be mailed a detailed determination, and the post-exam guide shows two DCAS pages disagreeing on whether official results are mailed or e-mailed.[1]FAQ entry updated May 27, 2021
  • Cannot find the e-mail? Check "Junk", "Trash", or "Spam" folder for the primary email linked to your OASys account. Then look under Dashboard → Notifications. You can print a copy from the Notifications listing on your Dashboard at any time. A copy is also available in person a week prior to the exam at one of the CTACs.[1]FAQ entry updated May 12, 2021
  • Bring it. The FAQ says you must bring your admission notice with you to the test site.[1]FAQ entry updated May 12, 2021 MTA’s notices add: A paper copy of the Admission Letter is your ticket for admission to the test.[10]p. 4, l. 287
  • Still missing? Contact DCAS with your exam and Profile numbers, and add [email protected] to your known senders.[2]p. 3, l. 170, 171

The rules at the test site, from the ID you bring to the device pouch, are compared on the requirements page. Testing dates by exam number are on the exam calendar.

Since , MTA New York City Transit has required that certain exam applications must be submitted exclusively through the new OASys. Exams still handled in its older PeopleSoft system keep their old process.[9] Its OASys is a different site from DCAS’s, and the notices for MTA NYCT Conductor 6626 and MTA NYCT Train Operator 7603 send you there.[18]p. 2, l. 130[10]p. 3, l. 166

  • MTA says: When applying for an exam in OASys, you will need to create a new account by following the system prompts. Your new OASys account is separate from any existing account you may have on the current system, the “current system” being its older PeopleSoft one.[9]
  • Applications submitted via OASys will only be visible in OASys. Previously existing applications will not be transferred to the new application. An application made in the older system will not appear in OASys.[9]
  • Account checks: Verification is instantaneous for most accounts, but a problem may take about 5 business days to resolve, the Train Operator notice says. Leave time before the filing deadline.[10]p. 3, l. 171, 174

  • Has the fee-waiver gap been fixed? Not as of : the FAQ was unchanged, and the notices above, downloaded again that day, still print the five groups. DutyRank. “Applying in OASys: payment, Final Submit, fee waivers and your admission notice.” Updated 2026-10-19. https://dutyrank.com/civil-service/oasys

  1. Quoted Local Law 57 of 2025 on who counts as a first-time test taker; put MTA’s “new account” lines back in their PeopleSoft context; gave both the rule’s and the FAQ’s appeal periods; dated e-check to its FAQ entry; added card fees, testing-center closures and the FAQ’s series-exam condition.

  2. Published the guide from DCAS’s OASys FAQ, its EEE checklist, the July 2026 fee-waiver announcement and twelve exam notices, with MTA’s separate system; every FAQ note gives the date its entry was last updated.
