Notice of Examination No. 7603 is the governing document and it has not been amended. Its application period ran 1 to 28 July 2026 through the Online Application System (OASys) and the application fee was $91.00 — the highest of any exam covered on this site — with a non-refundable service fee of 2.95% of the payment amount on credit, debit and gift card payments. Documentation supporting a fee waiver had to be posted to the Examinations Unit by 11 August 2026. Multiple-choice testing is expected to begin on Saturday, 5 December 2026.

Two deadlines sat inside that application period and they did different jobs. The experience and licence requirements had to be met by the last day of the application period, 28 July 2026. The Education and Experience Exam had to be completed and Final Submitted in OASys by midnight Eastern time on the same day, and the notice is blunt about the consequence of missing it: the examination is considered incomplete, no score is issued, the candidate is not invited to any subsequent portion, and the application fee is not refunded. The education requirement itself is the one that runs long — under section 54(2) of the New York State Civil Service Law it must be met by 28 July 2027, a year after filing closed.

One more thing distinguishes this notice from the Conductor one. It states that a candidate who applies for this open-competitive examination and also applies for the promotional examination, Promotion to Train Operator Exam No. 7703, will only be permitted to take the test for this title once. As with Conductor, a promotion examination is being held for eligible New York City Transit employees and the names on the promotion list will be considered first in filling vacancies.

What the notice says about the paper is what it says about every MTA New York City Transit paper: a competitive multiple-choice test, which may be given at a computer terminal or using paper and pencil or pen, requiring at least 70% to pass, with the score determining your place on the eligible list. It publishes no question count, no time limit and no weighting between the abilities, and this site does not supply one on MTA's behalf. Nine ability areas are named, each with one job example, and the list is not the same as Conductor's. In the notice's order: written comprehension, illustrated by understanding written bulletins released by MTA New York City Transit; written expression, by writing incident reports regarding unusual occurrences; problem sensitivity, by recognising that an object on the track may interfere with the normal operation of the train; deductive reasoning, by applying rules and regulations to situations to determine the appropriate action; information ordering, by following the step-by-step instructions of a pre-trip inspection of a train; spatial orientation, by reading a subway map and understanding where stations are in relation to your location; number facility, by performing calculations using track markers to determine the current location; visualization, by understanding that the scene seen in the front window is the same scene, rotated, when it appears in the rear-view mirror after you pass it; and customer service, by giving a passenger directions to a location.

Set beside the Conductor list, two abilities are dropped and two are added. Inductive reasoning and short-term memorization are not on this notice; spatial orientation and visualization are. That is the paper following the cab: where a conductor is combining radio traffic with what they can see on a platform, a train operator is working out where the train is and what a reflected scene means. Preparation written for the other paper is not wrong here, but it is not complete either.

Eight of the nine are constructs practised on this site. Customer service is named on the notice and is not practised here, for the same reason it is not practised for Conductor: it is a judgement about how to speak to a passenger, not a question answered from a stimulus, and the notice publishes a single sentence and a single example about it. On the day, calculators are permitted if they are hand-held, battery or solar powered and numeric only — anything beyond the four functions is prohibited. Cellular phones, smart watches, smart glasses, beepers, pagers, cameras and portable media players may not be brought in at all, one valid non-expired photo and signature ID matching your application name is required, and the admission letter appears on the OASys dashboard 14 days before testing is expected to begin.

Who can apply

Education — a diploma, on a longer clock than the rest
A four-year high school diploma or its educational equivalent, approved by a State's Department of Education or a recognised accrediting organisation. Unlike the experience and licence requirements, this one is not due at filing: the notice cites section 54(2) of the New York State Civil Service Law and sets the deadline at 28 July 2027. Foreign education must be evaluated by an approved service that submits the evaluation directly to the Examinations Unit; evaluations sent by applicants themselves are not accepted.
A New York State driver licence
A Motor Vehicle Driver License valid in the State of New York, held by the last day of the application period. The notice attaches a warning to it that appears on no other document covered here: if you have serious moving violations, a licence suspension or an accident record, you may be disqualified. That is a driving-history condition rather than a possession condition: holding the licence is not by itself enough, and the notice sets no threshold for what counts as serious.
One year of continuous full-time work with one employer
One year of full-time satisfactory work experience that has been continuous with a single employer, met by the last day of the application period. Continuity with one employer is the load-bearing part: a year assembled from several jobs is not what the notice asks for. Part-time satisfactory experience continuous with one employer is credited on a prorated basis.
The Education and Experience Exam, filed in OASys
A separate part of the examination, answered in OASys, in which you answer questions about your experience. Part-time experience under 35 hours a week is converted with the notice's own formula, (number of hours worked per week ÷ 35) × (number of months worked); its worked example is 21 hours a week for 12 months, which converts to 7.2 months. Once you Final Submit it you cannot add or change information online, and if you do not Final Submit it by the deadline your examination is incomplete and unscored.
Qualification may be checked after the test, not before it
The notice states that you are responsible for determining whether you meet the qualification requirements before applying, and that you may be given the test or assessments before MTA determines whether you qualify. If you are marked Not Qualified, your application fee is not refunded and you receive no score. Sitting the paper is therefore no evidence that the requirements were met.
English
You must be able to understand and be understood in English to perform the duties and responsibilities of the position. The job description gives the operational reason: train operators work to rules, regulations and special instructions governing the operation of multi-unit subway cars, and may make announcements and open and close doors in stations and terminals.
Medical
Medical guidelines have been established for the position and you will be examined against them, with reasonable accommodation where appropriate. The physical activities the notice lists are specific to this cab: climbing and descending ladders on and off the tracks, ascending and descending from trains and catwalks to roadbeds, walking along elevated sections of track, responding to audible signals such as alarm bells, whistles, horns and radio conversation, distinguishing coloured lights, remaining seated for extended periods, and lifting heavy equipment.
Drug screening — DOT safety-sensitive, and random for the duration of employment
A drug screening must be passed before appointment, and appointees are subject to random drug and alcohol tests for the duration of their employment. The notice designates the position safety-sensitive and requires anyone who has tested positive, or refused a test, during pre-employment or while employed by a Federal DOT-regulated employer within the applicable period to have completed the Substance Abuse Professional evaluation, referral and education or treatment process required by federal law before appointment.
Residency — not required
New York City residency is not required for this position. Under the Immigration Reform and Control Act of 1986 you must be able to prove your identity and your right to work in the United States before employment with any MTA agency. Special working conditions are stated on the notice: various shifts including nights, Saturdays, Sundays and holidays, and availability to work overtime as required.
The promotion list is considered first
A promotion examination for this title is being held for eligible New York City Transit employees, and the names on the promotion list will be considered first in filling vacancies. The notice adds a rule specific to this title: an applicant to both this examination and Promotion to Train Operator, Exam No. 7703, is permitted to take the test for the title once only.

Scoring, and what happens after you pass

Meeting the education and experience requirements and passing the competitive multiple-choice test places your name in final score order on an eligible list, with a list number. Results are notified by email, and a candidate who meets all requirements and conditions is considered for appointment when their name is reached. Note the wording: the education and experience requirements are part of what gets you onto the list, not a formality checked afterwards.

Notice 7603 does not say how long that list runs, and nothing on this page guesses. New York Civil Service Law § 56 is the statute that bounds eligible lists generally, at not less than one year and not more than four; a candidate planning around a 7603 list has that range and the notice's silence, and should treat any specific figure quoted elsewhere as unsourced.

The appeal route is the Appeals tab of OASys: create a new appeal, select the exam and the exam part, give the reason, and set out specifically why the score should be higher. The notice states that an appeal may result in a higher or lower rating. Veterans' or Disabled Veterans' Credit is separate and earlier — it is granted only to eligible passing candidates who request it, should be requested at the time of application, and cannot be claimed once the eligible list has been established.

What the notice says about pay

Notice 7603 states a current minimum salary of $41.16 per hour for a 40-hour work week, increasing to $42.00 per hour in the second year of service, with those rates subject to change. The benefits it names are night and weekend salary differentials, paid holidays, vacation and sick leave, a comprehensive medical plan and a pension plan.

Two things about that structure are worth stating plainly. The first is the shape: the whole published increase is $0.84 an hour and it arrives in the second year, so unlike Conductor — $26.70 rising to $38.15 by the sixth year of service — this title pays close to its published ceiling almost immediately. The second is the arithmetic, which is ours and not MTA's: forty hours a week for 52 weeks at $41.16 is $85,612.80, and at $42.00 it is $87,360. The notice publishes neither annual figure, and neither includes the differentials.

Notice of Examination 7603 states that multiple-choice testing is expected to begin on Saturday, 5 December 2026. Candidates are assigned a date and location and cannot request a change, except for religious observance (15 days' notice) or disability accommodations (30 days' notice).

The notice states that an applicant who also applies for Promotion to Train Operator, Exam No. 7703, will only be permitted to take the test for this title once.
