MTA Conductor requirements

The requirement is met by the date of appointment rather than by the date of filing, which is more generous than it first appears — a candidate finishing an equivalency programme can sit the test while finishing it.

The notice attaches an unusually direct warning to that generosity: if you do not meet the education requirement by the date of appointment, your application fee will not be refunded and you will not be appointed. There is no partial credit and no alternative route stated anywhere in the document.

Education obtained outside the United States has its own process. It must be evaluated by an approved service for equivalence to education obtained in the United States, and the evaluation must be sent to MTA New York City Transit's Examinations Unit by the evaluating service directly — an evaluation forwarded by the applicant is not accepted. A higher-level degree earned in the United States that supersedes the required level removes the need for an evaluation, but proof of acceptance into a programme does not.

There is no age requirement in Notice 6626 — no floor and no ceiling. There is no driver licence requirement. There is no work experience requirement of any length. And there is no Education and Experience Exam to complete in the application system.

That combination is unusual enough to be the reason to look at this exam at all. Its sibling title, Train Operator 7603, requires a New York State driver licence, a year of full-time work continuous with one employer, and a separate qualifying exam filed in OASys before the deadline. Conductor requires a diploma.

The absence of an experience requirement also means there is nothing on this application to prepare, gather evidence for, or convert from part-time hours. Everything that decides a Conductor candidate's outcome happens on the test paper.

Medical guidelines are established for the position, and you will be examined to determine whether you can perform its essential functions, with reasonable accommodation provided where appropriate. The notice's own physical list gives the shape of that examination: walking along subway tracks, stepping over rails including live third rails, ascending and descending from trains and catwalks to roadbeds, responding to alarm bells, whistles, horns and radio conversations, distinguishing coloured lights, standing for extended periods, lifting heavy equipment, and working outdoors in all weather.

The drug provisions are the strictest condition in the document, and they are federal rather than local in origin. You must pass a screening to be appointed, and once appointed you are subject to random drug and alcohol tests for the duration of your employment. The notice names the post safety-sensitive: anyone who has tested positive or refused a test during pre-employment or while employed by a Federal DOT-regulated employer within the applicable period must first have completed the Substance Abuse Professional evaluation, referral and education or treatment process required by federal law.

Two lighter conditions complete the set. You must be able to understand and be understood in English to perform the duties of the position — a real operational requirement on a title whose duties include making announcements to customers. And New York City residency is not required, which separates this title from most of the city exams a candidate will have looked at alongside it.

The application fee was $68.00, paid through OASys, with a non-refundable service fee of 2.95% of the payment amount added to credit, debit and gift card payments. Applicants receiving or participating in certain forms of public assistance, benefits or programs, and veterans, may qualify for a waiver — but the waiver has its own deadline and its own channel: supporting documentation had to be posted to the Examinations Unit in Brooklyn by 14 July 2026, quoting the exam title and number, the last four digits of the applicant's Social Security Number and the online confirmation number.

The application period itself ran 1 June to 10 July 2026, and that end date is an amendment. The notice as originally published set 30 June 2026; the amended notice of 1 July 2026 moved it to 10 July and says so on its front page. A candidate reading a saved copy from June would have been working to a deadline that no longer existed.

One more consequence of the fee rules outlived the filing period. The fee is generally not refundable, and the notice points at DCAS General Exam Regulation E.3.4 for the special circumstances in which a refund may be due. Failing the education requirement at appointment is explicitly not one of them.
