The education requirement for exam 6327 is one sentence long: by the date of appointment you must possess a four-year high school diploma or its educational equivalent, approved by a State's Department of Education or a recognised accrediting organisation. There is no credit requirement, no experience requirement and no alternative pathway to substitute for, because there is nothing above a diploma to substitute against.

That single line is why this exam draws the widest field of any title on this site — and it is also why the requirements that follow it deserve more attention than candidates usually give them. Every hurdle that would normally sit in the education section has been moved into character, medical, training and residency conditions, and each of those can end a candidacy after a passing score.

Education, and what counts as equivalent

A four-year high school diploma or its educational equivalent, approved by a state education department or a recognised accrediting organisation, is the whole of it. The notice repeats the approval clause rather than leaving it implied, which is a signal about where problems arise: a certificate from an unapproved provider is not an equivalent, however it is marketed.

Candidates educated outside the United States must have that education evaluated for equivalence by an approved service, and the notice is specific about the kind of evaluation — a "document-by-document" (general) evaluation, submitted by the service directly to DCAS before the pre-employment investigation interview. Requesting the wrong evaluation type, or having it sent to yourself to forward, is a common and entirely avoidable delay.

Age, citizenship, residency and language

You must have reached your 20th birthday by the date of appointment — not by the filing deadline and not by the test date. That distinction matters, because a candidate can legitimately file and sit the exam below that age and simply be reached later.

United States citizenship is required at the time of appointment under New York State Public Officers Law. City residency is required at the time of appointment and must be maintained as a continuing condition of employment, with the two-year exception afterwards permitting residence in Nassau, Westchester, Suffolk, Orange, Rockland or Putnam counties. You must also be able to understand and be understood in English, and you must be able to prove your identity and right to work under the Immigration Reform and Control Act of 1986.

Character: the lifetime disclosure

This is the requirement that catches people, and it is stricter than the wording candidates expect. Because the title is designated a peace officer position under Criminal Procedure Law section 2.10, proof of good character is an absolute prerequisite to appointment, and you must reveal ALL arrests, convictions and pending charges that have occurred in your lifetime. The notice explicitly includes material that was sealed, expunged or set aside under federal or state law, and youthful offender adjudications.

The factors the notice names as possible cause for disqualification are worth reading as written rather than paraphrased: an arrest record or conviction for an offence whose nature indicates lack of good moral character or disposition toward violence or disorder; repeated arrests or convictions indicating disrespect for the law; discharge from employment indicating poor behaviour or inability to adjust to discipline; and dishonourable discharge from the Armed Forces.

Note what that list does and does not say. It is a list of factors which may be cause for disqualification, not a list of automatic bars, and the judgement is made on the record as a whole. What is not discretionary is the disclosure itself. Intentional misrepresentation on the application or examination may result in disqualification even after appointment, and may result in criminal prosecution. Omitting a sealed matter you believed was gone is the fastest route to a problem that the underlying matter would not have caused.

Training, medical, firearms and licence conditions

You must satisfy the training requirements established by New York State for peace officers, and once obtained, that certification must be maintained for the duration of employment. Attendance at annual recertification training is mandatory and a continuing condition of employment — this is an ongoing obligation, not a one-off hurdle at appointment.

Medical and psychological guidelines are established for the title, and you will be examined against them to determine whether you can perform the essential functions of the job. The notice adds that you are expected to continue to perform those functions throughout your career and may be tested periodically, with reasonable accommodation provided where appropriate.

Two further conditions are assignment-dependent rather than universal. Certain assignments require carrying firearms, and appointees to those assignments must qualify and remain qualified for firearms usage and possession. A motor vehicle driver licence valid in New York State is required by the time of appointment for positions in certain agencies, and where required must be maintained for the duration of employment. You may also be required to pass a drug screening in order to be appointed.

The sequence is the part that surprises candidates. You are given the test before qualifications are verified. It is your responsibility to confirm you meet the requirements before applying, and a candidate deemed Not Qualified after the fact forfeits the $54 fee and receives no score at all.

So the practical checklist before filing is short: diploma in hand or achievable by appointment, 20th birthday reachable by appointment, citizenship at appointment, city residency at appointment, and a full and honest account of your record ready to give. Everything else — training certification, medical, psychological, firearms qualification where applicable — happens on the far side of a passing score.
