After the Traffic Enforcement Agent exam: what actually happens next

If you pass, your name goes onto an eligible list in final score order and you receive a list number, notified by email. The pass mark is 70%, but 70 only gets you onto the list — the score above it is what determines your position in line.

Two things do not affect your position on this list. There is no New York City Residency Credit on this notice, so living in the city adds no points here, unlike the Police Officer exam. And the notice describes no interview or oral component that could move you: the multiple-choice score is what ranks you, plus any wartime veterans' or Civil Service Law section 85-a credits you have earned.

Appointments are made under New York Civil Service Law section 61, which lets the appointing authority select one of the three highest-ranked candidates on the certified list who will accept the position. That is the "one-in-three" rule, and it is why the list is worked from the top down.

The practical consequence: a candidate near the top of the list is reached quickly, a candidate in the middle waits on how many vacancies open, and a candidate low on the list may not be reached before the list expires. The notice says such a list is usually active for four years, which matches the ceiling in New York Civil Service Law section 56 of not less than one and not more than four years.

Being reached on the list starts the screening rather than ending the process. You will be examined against the medical and psychological guidelines established for the title, and you must pass a drug screening to be appointed.

The driver licence requirement is the one step that is not front-loaded: it applies by the time you reach 15 months in the position rather than before appointment. So a candidate without a licence is not blocked from being hired, but is on a clock once hired.

Assignment Level III adds a further medical screening and further drug screening at the point of that assignment, which means the screening is not a single gate you pass once.

A score you believe was rated incorrectly can be appealed to the DCAS Committee on Manifest Errors through the Online Application System. The appeal has to state the reasons a higher score is warranted.

The notice is explicit that an appeal may result in a different rating, and "different" includes lower. That is worth weighing: an appeal is a re-rating of your paper, not a one-way request.

You may apply for a make-up test if you cannot sit on the regular test date for specific reasons the notice lists, including being ordered to military duty, compulsory attendance before a court or other public body with power to compel attendance, or an on-the-job injury or illness caused by municipal employment.

A make-up is a defined exception rather than a general rescheduling option, so a candidate who simply cannot make the date is not covered by it.
