NYC Traffic Enforcement Agent requirements, and when each one bites

You need an application inside the filing window and, per the notice, you will be given the test before your qualifications are verified. The notice is blunt about the consequence: you are responsible for deciding whether you meet the requirements before applying, and a candidate found "Not Qualified" does not get a refund and may not receive a score.

You must be able to understand and be understood in English, and under the Immigration Reform and Control Act of 1986 you must be able to prove your identity and your right to work in the United States before employment.

You do not need a driver licence to apply, and you do not need one to sit the test. The notice states that by the time you reach 15 months in the position you must hold a motor vehicle driver licence valid in New York State, and that it must be maintained for the duration of your employment.

The record on that licence matters as much as the licence. The notice says moving violations, licence suspensions or an accident record may disqualify you. That is a discretionary phrase, not an automatic bar, but it is the kind of thing worth resolving before a background check reaches it rather than after.

One further step is licence-dependent: Assignment Level III requires a W tow-truck endorsement and a licence with no restrictions at all.

Medical and psychological guidelines are established for the title, and you will be examined against them to determine whether you can perform the essential functions of the job. Where appropriate, the notice says a reasonable accommodation will be provided for a person with a disability to take those examinations or to perform the job.

You must pass a drug screening to be appointed. Incumbents at Assignment Level III are subject to additional drug screening, and Level III carries an additional medical screening before assignment.

This is the requirement most often stated too strongly by third-party sites. The notice gives a residency advisory, not a flat rule: under New York City Administrative Code section 12-120 you might need to be a resident of the City of New York within 90 days of appointment.

The notice then explains why it is phrased that way — residency requirements vary by title, appointing agency and length of service — and tells candidates to ask the appointing agency's personnel office at the appointment interview whether City residency is required in their case. Anyone telling you flatly that you must live in the five boroughs is reading past the word "might".

The probationary period is 12 months. Assignment to Level IV additionally requires you to qualify for Special Patrolman status from the NYC Police Commissioner under Administrative Code section 14-106 and chapter 13 of title 38 of the Rules of the City of New York, and that designation must be maintained for as long as you hold a Level IV assignment.
